Why MUST graphic designers learn about the Portable Document Format?

If you are visually impaired, there is free service available from Adobe called Adobe Acrobat Access that converts Web-based PDF files to HTML, which can then be read by common screen-reading programs. Adobe also offers a Adobe Reader Acrobat Access Plug-in (Windows only) that helps convert files that are NOT on the internet.
